I have a theory that when you close the game and the volume was being attenuated at the time Discord can no longer restore the volume of the game because it doesn't exist in the mixer. So when you re-open the game it restores at the volume windows remembers it at. Then it gets attenuated again by 50% or w/e and the same thing happens again. Anyway you can fix the volume by right clicking on the sound icon and clicking open volume mixer while the game is open, scrolling over to Heroes of the Storm, and restoring the volume to whatever it was at.
